If you are already running an OS on the harddrive, then you can you Install.exe method (via software) to Load windows on next boot up.
I forgot exactly how it's done tho. Try to google it.
If your harddrive has no OS, a external cd rom would be the best bet.
Do you have another PC and a USB? Then you could try to copy the disc to the USB and boot it up on your XPS. -
So you're saying If I got a 1 GB USB flash disk I could copy the files from my windows CD and boot from the Flash disk ?
-
Yup, exactly.
As long as you make it bootable. -
I would spend $30 and get a new cd drive IMHO

If you have a desktop and the necessary hardware to temporarily install a 2.5" hard drive into a 3.5" enclosure, try this:

I'm sorry, I can't take out the HDD from the lap.
But I'll try that Flash disk one, I will set it to boot from USB and copy the files from my windows CD into my Flash disk. -
It doesn't seem to work.
I copied the files from my windows CD to my flash disk and it wont boot.
It says disk error press any key to continue -

You could also do a network install using PXE if your network adapter supports it. -
Man, by taking this time you could replace the cd rom.

Come to think of it, have you contacted Dell about replacing it.
If you're in dire need of a CD drive, you could always get a cheap USB DVD reader. That'd solve your problem (as long as you're connected to your desk) and when your M!210 get's fixed you'd have the benefit of having two optical drives. -
but i cant think of a computer without dvd drive
How can I install Windows without a CD ROM ?
