I created a windows parition of 50 gigs for all my programs and games, and separated a 100 gig D:/ partition for music and movies. However, I don't know how to transfer my user account (where your music/movies/pictures) folder is located to my D:/ partition. I want to do so because I want to make sure programs like media center still work.

Copy the folder and paste it in the new partition. It's as simple as that.
Media Center will still work, you just have to point it in the right direction as to where the files are. -
well i'm worried of things like game saves that are saved to your account. i want that in my second partition, but i don't know how to change the save path for games. Is it possible to cut and paste the folder to my D partition and make a shortcut of the main folder to the C:\ drive?

For data folders you can just copy and paste.
But for installation folders of software, you can't do that because of the registry. What you would have to do is reinstall your software and choose the new partition for the install path. Then you can make a shortcut for those programs in your current user, but have the path be on a different partition. -
well i mean to put it simply, i want all the stuff on my user folder to be transferred to another partition, so i can delete it off my primary partition and make it an OS only partition. However, when i move my user folder, i want everythign to still work. All the shortcuts on the start button that points towards you rmusic/picture/movie folders and when I save games, i want it to work as well. I can't just copy and paste because i only want it in one place.

First of all, you can just create new shortcuts or change where the shortcuts look for the folder.
If you click on start and then right click on a program, select properties and you will get a target. There you can give the new path of the program you are running.
Also, if you want it in just one place, then cut and paste instead of copy and paste... -
I know what you mean but I don't know how to change where your home is stored. Try asking in the Windows forum (or searching).

Actually that path is merely an environment variable stored somewhere for every user.... If you happen to change that and make it point to the new one it should work.... I will try to search for where that variable is stored and let you know.....
How do I use a second partition?
