I think it is tough to change language patially but if you just want to re-install English OS , you can get it at Dell US site.

hERE'S TEH THING ... I COULD NOT CHANGE THE whole thing fromm Jap to English but u can try this step :

Go to control panel/ language and regional options/

From the box drop down, choose English and do the same for other tabs also click the advance buttono at the Language tab to change or add English keyboard in there. it'll help.

the windows like start button and "my comoputer" might show up in Japanese but some windows messages will show up in english as you set it to default language.

Another way is borrow an english copy of vista or xp and install them. :D But option one is your best bet if u want to keep some japanese fonts and settings in the windows

I just lives in japan for 2 years now...
and change OS to english is not my option because i have some programs and gadgets that require Japanese OS

Just want to change the original dell programs to english...
(for example; i have english photoshop in my japanese os vaio)

so can i just uninstall japanese Dell Media direct, webcam utilities or finger print utilities program and replace it with english ones?
