Does it give you any kind of error message, or an application crashing, or anything else? Is it trying to install updates?

    Suggestions that might help:
    1) Run CCleaner and clean the registry
    2) Run a virus scan
    3) Run a spyware scan
    4) Defrag your system

Looks like an app is running and refuses to shut down. Check your taskmanager and see which processes you have and go through them 1 by 1. Have you installed any new apps lately? Do you recall when it happened and what you did prior? I had a horrific episode recently and basically even CMD wouldn't even load.

Try holding down the shutdown button for at least 20 seconds.

Try holding the power button for about 10-15 secs. It should hard power down. Then wait a few seconds, and power the unit back up. Windows should say it was shutdown improperly and allow you to perform a safe mode startup or repair. Tell us what happens after that.
