Have you tried checking the box in the touchpad that says to disable the touchpad when a mouse is connected??? Not sure if that will help...

Touch pad has nothing to do w/ it.

Install setpoint from Dell. I think it's something called BT mouse under drivers.

I have exactly the same problem with a brand new dell M1330 and a brand new dell bt travel mouse.

I have installed the mouse according to the instructions and the mouse works but the scroll bar doesn't.

I think I have now resolved the problem.

I went to the windows taskbar in the bottom of the screen and clicked on the mouse icon.

I then went to device settings and selected the mouse movement option

This showed Scrolling size as none. I changed it to 3 lines and the scroll started to work
