I'm interested in the Inspiron 11 3000 with a Pentium 3556U 1.7ghz CPU and 4gb of ram and would like to know how well will it run windows for my needs.

I will do mostly web browsing (using Chrome), a large amount of video streaming through chrome especially, and I usually listen to podcasts or music while browsing. I also would likely install Reason 4.0 for some touch ups on my music production.

Would this configuration be ideal for my needs, and would it be enough to run Windows 8.1 fast and smooth, without any hiccups or slow downs?

If you will go for a Pentium, especially U version, expect the system to slow down after first week of using it, not massive slow downs, but lets say sometimes you will have to wait 5 or more seconds for things to load. Even though it is a new revision of Pentium, it is a budget CPU for basic needs. No turboboost for extra oomph, no HT, no VTX, no nothing, just 2 most plain Intel Cores.

You will get OK performance when browsing and streaming in HD, and some really basic multitasking also will be OK with 4GB Ram

Everything goes down to HDD in this case, if this is not SSD, then system can REALLLLLYYY slow down over time....and then you have to do a clean install...or reset to factory state..

Reason 4.0 should be fine as well, just do not expect it to run amazingly fast :)

So just keep you needs at the same level all the time.... :D

    Oh and also

I had some laptops with Pentium B on board and Windows 8....performance wise for general use it was perfectly fine to me :)

I planned on getting a 120gb ssd. It sells pretty cheap online, about 70 bucks. Maybe that can speed things up?

Yes it will help a TON, move everything else onto USB 3.0 HDD if you must and need more space.

Putting an SSD into any laptop, even with budget CPU means instant load time for Windows and most of the basic programs.
