I tried to restore MyFriends Inspiron 1150, last night, by activating CRTL-f11, but when I did I got this message "Loading PBR for Descriptor 3......done....
Starting Windows 98 , then it shows this
    C:\>,
Also when I do ctrl-11 and let go of it , it says Cannot Restore, I can't get pass this. This PC had Windows XP home, I just want to get back to where I was before, please help, I also don't have any of the disks for it.

Sounds like your restore partition is no longer working. You'll definitely need the restore disks then - you may have to ask Dell to send or order them. (Or just get a retail Windows XP and do a clean install yourself)
