I installed Notebook Hardware Control (for Dell). I can't undervolt it like I can with my Thinkpad T60. Is there any way I can undervolt or overvolt this?

I have Vostro 1500 which is almost the same laptop as Inspiron 1520 and they are based on Santa Rosa chipset. Both NHC and RMClock that could be used for undervolting do not support Santa Rosa platform yet. I keep checking the release news for these software.
