Keep in mind, this has nothing to do with the onboard sound or the whole high pitched noise.

When sitting in front of the computer, you'll normally hear the fans and normal HDD sounds. But periodically/randomly, you'll hear this weird succession of three 'clicks' going down in scale each click. It's really hard to explain but that's what it sounds like. And this happens randomly, even during start-up and shut down; I think its hardware produced or something. It's fairly annoying and I haven't heard of anyone having the same problem and the last thing I want to do is call Dell tech support.

Seeing as you have similar specs, this may be a clue to that this may be exclusive to me. Did you change any of your bios options, such as the HDD acoustic settings? For the most part, I haven't.

Did changing the HDD acoustic settings make any difference in the noise? I've honestly never heard of this kind of noise, but I'd be happy to investigate it with you...

Try reverting the BIOS settings to default (Alt+F in the BIOS) and see if that makes a difference. From there, adjusting the HDD accoustics I would agree is the first step...
