I noticed the cooling fan on my Dell Inspiron 1525 comes on more often than it should. I am not doing serious, powerful computing. I am simply surfing the web and the fan gets noisy and annoying. The power settings are set to a 50/50 split between performance and battery life even when plugged into the AC adapter. Is this a hardware issue or can it be resolved by a fan control management program?

I would just accept it. Its normal for the fans to power on and off - all part of notebook thermal management. If you feel uncomfortable about it, you can run HWMonitor to watch your temps. You can grab the application HERE.
Might also want to confirm you are running the latest BIOS (even though the last BIOS doesn't specify a Thermal Update): http://ftp.us.dell.com/bios/1525_A13.EXE.
