Under Power options (in vista, assuming you are running it) go to where it says Processor Power Management and make sure your processor is set to 100% on minimum power management and maximum power management. You can also go into your BIOS, under the performance tab, and where it says SpeedStep Enable, turn it off. Now it says in my BIOS that this will put the processor in the "lowest performance state" which I would assume the lowest clock (which is x6 on my processor, about 800MHz). I have not tried it, but you can do it and see if it actually does this or not.

I have done that under power options in vista changed the min too 100% and max too 100%, yet cpuz is still showing speedstep active and the speed fluctuating. This is not a problem as when the power is called for it throttles up like it should just wondering why vista cant manually control it.

You could do this if you want to you don't have to undervolt it and change all the settings for your processor (although it will make your cpu run cooler). But setting it to use just the last index will make it use that clock all the time. Get that program RMClock and use it.

Thanks for that ill have a read, wierd why Vista wont control this,is this a vista fault.

Thats because speedstep is beneficial. Your not actually missing out on performance. It will throttle to full speed up when needed.
Even if you set it on Vista, it will still use speestep
