Inspiron 1720 Flash Cache Module - Advice Please

Hi, I have an inspiron 1720 which I was given a couple of years back as a (medically not age) retirement gift. Im now on sickness benefit, (for background not sympathy), in case anyone wonders why everything i do has to be ultra cost effective, my laptop is my only contact with the real world.

Anyway, it came with vista home premium 32 bit and ive upped the ram from 2 to 4gb buy careful 2nd hand buying.
My issue is the start up & shut down times are appaling as is launching photoshop elements which is my other remaining hobby.
I live in the Uk and looking on Dell Uks site I saw in a users service manual, mention of a Flache Cache Module - FCM to fit the 1720 which goes underneath next to the WLAN slot.

I cant use telephones as they now make me stutter so bad I cant make myself understood, so i tried email. For the 1st 3 weeks I got nothing, then out of the blue I got a reply from a dell USA sales person !. He stated that the part was a 1gb FCM to fit my machine at around $30, but he couldnt sell it to me as I live in the UK and it would be considered "poaching" by dell Uk but he did give me the part number so I could just email dell uk sales.

This I duityfully did and after only a week I got a dell uk sales person on a live email chat, great I thought.
Only to be told the part number didnt exist and they had never heard of a Flash Cache Module !. I pointed out that Id 1st seen it on their site and had been given the part number by someone from dell USA. And so (despite explaining by email that I couldnt phone) Iwas told to ring the "techies" which of course I cant. So I thought Id just email again only to have an automated system tell me that my service tag shows im out of warranty and so Id have to phone + pay £19 AAH STUCK AGAIN!!!

So can anyone tell me if the thing even works and if so does anyone know how to get one in the third world of Great Britain ha ha.

On a similar line ive been told that there is a 4gb Intel Turbocache that does the same job. Does it work, can I use it with an inspiron 1720 with intel dual core T2390 cpu at 1.86ghz.
Also does it just fit in the express card slot as one ebay seller stated and where would I be best to buy it from.
I dont understand all this system stuff but hopefully you clever people do.

I had thought that if I could source the dell FCM & Intel turbo cache at sensible prices I would have a fairly quick machine, is this right or not ?
