My Inspiron 6000 laptop came originally without BT so I decided to buy card off ebay and install it myself. After a while googling for right part number I found out it might be Truemobile 350 (p/n UG748). When the part arrived it was brand new Dell sealed box with a little chip in it. After plugging the chip in I entered laptop BIOS and it confirm 'Bluetooth Device' was 'Installed'.
Upon loading of Windows XP there was a hardware wizard that installed 'USB device'. I went into Device Managed and there were four new devices:
3 x USB Human Interface Device
1 x USB Composite Device
(I did check that these are *the* devices by powering laptop off unplugging the BT chip, then booting up).
Bluetooth LED on the panel alongside WiFi, CapsLock, Scroll & NumLock is in either of two states: Flashing (most of the time), constantly lit up (intermittently).
First thing I tried was going back to Dell's side for right driver but upon downloading latest and a few previous I was getting the same message: 'Could not find a compatible bluetooth chip on your system'.
I powered off and re-seated the chip. Apparently this is not the reason as it didn't help.
Here's the summary of current state:
1. BIOS says Bluetooth Device Installed
2. LED is lit or flashing
3. Device recognized as USB Composite Device in Windows XP SP3.
4. No bluetooth icons in Control Panel or any signs of bluetooth presence in the system.
All latest and possible updates installed. Think I'm in need of retrofit or reverse engineering.
Please share your thoughts.

Looks like I was able to find a solution after googling a bit more. The problem lies in SP3. It seems to knock off the BT radio. The fix is in using specific versions of drivers which are listed below.

I got this to work after a couple of hours of messing about with different stacks/driver versions
In the end it had nothing to do with the stacks I was using and actually started to work by downloading a file already on the dell website that changes the firmware
TBH I don't think it is to do with the firmware but this software installs a driver that detects the device.
My device was showing up as a USB composite device (not a bluetooth device) and no stack install would detect the device.
(It was also listed as an HID device 3 times)
The Bluetooth light kept flashing and would not go solid
I tried changing my USB chipset from Intel to Standard and no change.
I then installed R157674.exe

When this installed it gave a small error message but appeared to change the device from a USB Composite Device to a CSR Bluetooth device
I then installed the Toshiba Bluetooth stack 5.10.12
I haven't placed a link to the Toshiba Drivers as I got these from a non-dell website, google toshiba stack 5.10.12 and I am sure you can find these after a few minutes
The device was detected as the following
Dell Bluetooth Device
Bluetooth RFBNEP
Bluetooth RFBUS
Bluetooth RFCOMM
Bluetooth RFHID
The Bluetooth Icon appeared notification area (next to the clock) and the device works fine and is able to detect my mobile phone and connect
