How do I change it? I thought I would see something about it in windows power options, but I saw nothing about it in there.

No its not, thats why I'm having trouble. There are tabs "power schemes" "alarms" "power meter" "advanced" and "hibernate", none of them say anything about the processor.

Theres an option in the bios for speedstep, but disabling it causes it to run at its lowest possible speed, not its max.....which is really stupid.

it'll jump incrementally in speed up to 1.6 as you need it. you don't need to adjust any settings.

It is under power schemes. Set it to Home/Office. It should run at max. Alternatively you can download Notebook Hardware Control and set it to max performance.

Make sure that your computer is plugged into the AC Adapter and that the AC adapater is plugged into the wallsocket. If you aren't getting power from a plug, your system will automatically downclock the CPU to improve the battery life.
