I upgraded the system OS from XP to Vista. Everything seems fine, but there is an error logged in the Event Viewer on every boot. (This disables SpeedStep and the processor doesn't downclock.)

The BIOS is already up-to-date with version A17. Any fixes?

What does CPU-Z report for CPU clock speed?

    1.5 GHz

With Windows XP, it jumps from 600 MHz to 1.5 GHz.
In Vista and 7, it just stays at 1.5 GHz.
The power profile is set to Balanced in Vista.

First you could try use RMClock to take control of the CPU's power management. I doubt it would work, but you might as well try.

After that, all I think that's left is an attempt at a clean install of Vista instead of upgrading, or trying different BIOS versions..

Double check your BIOS to see if Speedstep is Enabled/Disabled.

If SpeedStep was disabled in the BIOS, it would be locked at the lowest multiplier.

Windows Vista (SP2) was clean installed to the computer, and SpeedStep is enabled in the BIOS.

Version A16 BIOS did not fix the problem.
