I just purchased an Inspiron 6400 with 80gb 7200 hard drive. After removing all the unnecessary programs that Dell loaded, I was left with roughly 59gb of free space. When I view properties of my C: drive, it says it has a capacity of 68gb. The operating system doesnt take up that much space??

Did Dell mirror my hard drive?

Yes frustrating indeed. Call them up, have them send you XP and all of the other discs. This is what I did. I removed that partition as soon as I got the disks. The only other thing you may want to make your own disk of would be all of the drivers for the laptop (ethernet, GPU, etc.). They sent me the discs free of charge and they got to my house real fast.
