PROBLEM SOLVED (Thanks OneCool) Note: After restarting it stopped working, so I had to uninstall the current driver. After this it auto installed the old ati driver. I uninstalled this one as well leaving me with the bare bones driver that comes with windows. After installing the modded driver again and restarting it began to work again.
I recently upgraded to windows 7 from xp and am really enjoying it. However, because it is so new, I realize it is going to have its quirks just like Xp did. However, I am having an issue where when I close the lid of the computer, it does not turn off the screen when in the power options I have it set to "do nothing." If "turn off screen" were an option, I would select it. However, all notebooks that I know of turn off the screen when the lid is closed when you do not want it to go into standby, hibernate, or shut down. I don't want any of those, I just want to be able to close the screen to conserve my back light and energy.

Radeon x1400 mobility, installed the windows 7 driver that windows update provided. Cannot successfully install vista drivers from dell, and the ati catalyst legacy driver installer is useless.
When I have something other than "do nothing" enabled as an option when the screen is closed, it works. If I choose standby, halfway through closing the screen its already on its way out. This lets me know that the hardware switch that lets windows know the lid is closed is still functioning.
Anyone else know of drivers that would work for this? Omega wont install on my x64 edition.

I'm pretty sure this is related to the driver. I remember having a certain driver on mt E1705 and having the exact same issue. After switching to a newer driver it went away. Since there are no display drivers for your machine and OS combination, try installing the Vista drivers again. This time, download and extract the driver package first, then go into Device Manager, right-click on the display driver and select "Properties". In there look for "Update Drivers", browse to the extract driver folder, and let the computer install the drivers manually. See if this works.

So I tried using the mod tool and that didn't work. Also tried the new beta and that did nothing either. My friend is still using the RC and he has the same laptop and his screen turns off when he closes it, but he is using the 32 bit version. The driver is an older one, he is using 8.360.0.0, while mine is 8.6 I think. (currently not at home to get the exact number.) I tried using driver collector on his computer but it didn't work. I assume its not compatible with win7 as it ran and collected no drivers. However, it correctly lists the driver version and hardware. Going to see if I can use driver max. If that fails, ill need to find the catalyst drivers with the internal driver of 8.360.0.0 and see if that fixes it.

Run the tool, then go into device manager and navigate to the folder where you had initially extracted the driver. The inf file will only have your video card as the option. Install for great justice.
