I just got a Inspiron N4010 that came with windows 7 Home Premium. I made the backup disk of the recovery partition and it gave me the option to do it onto a usb stick so i did that. While messing with linux i accidentally eded up removing all partitions and want to restore back to windows 7. But when i boot the usb it goes through asks me to go to factory settings and goes through the "Formatting your partitions" and the progress bar goes up to 100 pretty fast and then sits for awhile and then shows an error "

So ill try to break it down.

Boot from usb i click "Continue with system recovery USB Drive"
    -Next
I Select "Factory Recovery - Deletes data & resets all partitions"
    -Next
It says This application will recover your drive to the factory condition Do you confirm".. I click yes

Your computer is about to be restored all data currently on your computer will be deleted and replaced with your selected full system backup only the c partition will be affected, other partitions will not be impacted.

Formating your partition .....Progress bar goes up to 100% pretty fast and then sits for about 10 minutes and then the "Error 0x4001001300001002"
    Reboot after removing USB Drive
Just says remove disk or other media

So i am stuck as of what to do

Did you verify the recovery was made properly on the USB stick? Sounds like something got hosed during the process. If you are still under Dell warranty, you can call them up and get recovery media at no cost as long as you tell them your story and you cannot recover your machine.
