I just ordered a Vostro 1500. I gave my Inspiron 1500 I just bought to my wife (I did not care for the Alpine White). My question is: Since the Vostro comes with Vista Basic, can I simply use the Inspiron Vista Premium restore disk and install it on the Vostro?

Legally you should not do this. The VHP copy is tied to the original machine.

The best way to do it is to pay $80 for Windows Anytime Upgrade.
At $80 I'd say it's kind of pricey though... but I don't know of any cheaper way to upgrade that's legal.

it will work just fine. but if you put it on the vostro legally you are supposed to them remove it and not use it on the inspiron. but it will still work depends on your ethics

That's not even allowed, since OEM copies can't be moved from one machine to another, according to the license.

Technically speaking, the Basic key shouldn't work to activate Premium (though I won't say for sure it won't work, but I wouldn't expect it to), and the Premium key shouldn't be able to be used on two computers at once... and since it's an OEM key, it shouldn't be allowed to be moved at all. Microsoft does have some technical measures to enforce these rules, but exactly how effective they are, I'm not really sure.

It's only if you bought a retail (boxed) copy that you're allowed to uninstall it from one machine and install it on another.

The OEM Vista from Dell does not require key or activation to be installed on a Dell. It is technically feasible but it may be illegal if you do not have a license for the OS which can be purchased separately.
