    My girlfriend wants to install Windows 7 over Vista on her laptop. Is there anything that would prevent her formatting the HDD and installing Win 7? Something in the BIOS?

    No, just format the current Vista installation and then you can do a clean Win 7 install.

    And, The BIOS would have no effect on doing a clean install. ;)

    you dont need to format to get w7 you jut need to get w7 32bit or 63 bit that matches your current vista and simply put the cd in and click upgrade
