I want to save money and buy an Inspiron 600M with XP Home on it because I already have a full-install copy of XP Pro. Does Dell make this easy? Are all the drivers going to be available to me to make this possible?

Remember, this is a full-install version so I will have to reformat and do a fresh install.

If you don't get a driver CD, all the drivers should be available on Dell's website.
