So I have just upgraded my CPU from T7300 to T9500 on my Dell inspiron 1520, but both Everest and Intel CPU ID Utility show that the CPU frequency is at only 2.16Ghz. I checked Everest and it shows that the FSB is running at 666Mhz where it is supposed to be running 800Mhz??? I think that's the cause of not getting the full 2.6Ghz (13x167 ~=2166 Ghz). There doesn't seem to have anything in BIOS that I can change to correct this. Any idea ?

Yes A09 From Dell's website. But that's back in like 2008.
Even CPU-Z shows Bus Speed at 166 Mhz, Core Speed at ~2160Mhz...
Yet Windows property and system tool shows 2.6Ghz, BIOS shows min freq = 1.2Ghz, max freq = 2.6Ghz, Didn't show FSB info at all. But i'm thinking these windows tools didn't really measure the actual frequency of the processor...
    So is this normal ?
