If I buy Inspiron 1520 (T5250) would I be able to upgrade it to T7100 (or better in future).T5250 has 677Mhz whereas T7100 has 800Mhz .

I do not believe the processor is supposed to be upgradeable. The owner's manual has instructions for replacing many parts, but not the processor. A precedent does exist in that the service manual for the Latitude D630 does show you how to upgrade the CPU.
EDIT: Whether that means it can't be, or that they don't want you to is unclear. -
I'm sure it would be possible - after all, all Dell really does is plug the parts together, which is what you'd be doing - but it would probably be much more involved than switching out sticks of RAM, and would probably void your warranty.
Not sure on any of this, of course, but that would make sense to me. -
it is possible as long as dell supplies the part but its just the hassle of doing it

To save space and money, Dell could have soldered the CPU onto the board. That means unless you are really good with a soldering iron, you might not be able to upgrade the CPU. Until somebody opens one up to find out, you can't be certain that you will even be able to remove the installed CPU. I mentioned precedent before, because Dell seems to be open to showing customers how to replace the CPU on some models. So why, other than not being able to, would Dell not show you how to replace the CPU in the 1520?
