I have to read this guy's messages twice to understand them. No punctuation and he even hit me with a lol lol once. Is this an indicator of a bad rep?

Yes, this guy sounds like a bad rep. The ones I have chatted with, while not having perfect grammar, they certainly had punctuation and were all very formal.

Oh man, the title of the thread made me chuckle, but that conversation - golden.
I doubt this guy was in India. I don't think Indians are capable of producing such horrid text. Even though you may not be able to understand some of them on the phone, their vocabulary and spelling is typically impeccable in a chat. -

That's pretty much correct.. But they still don't know anything about the product they are trying to sell.. One rep tried convincing me that Vista will run only if a matching pair of RAM sticks in installed....
Besides, as far as those accents are concerned.. they are given some kind of weird voice training.. Ostensibly to make them easier to comprehend for the americans.. I don't know how much that helps, but even I find it difficult to understand them most of the time..
