This has been something that has been going on for a while but I sorta just ignored it until now. I starting to see if there is an issue going on here that is somehow related to the NMI error I got before. Here is my issue.
When I turn on my computer regardless of if it is either hibernating or turned off by the time it gets to the welcome screen the LCD will turn off then turn back on slowly. First the backlight then the actual screen will come back. I can type my password and have it login blind (I've been doing this for a while) but I was wonder if there is an actual issue. This was happening with my first and second screen. I will check sleep mode in a second here.
This is a clean install using all Dell drivers with the exception of Bluetooth (using MS ones because the Dell ones crash about once every five minutes) and my Wireless adapter (replaced for a more linux friendly one). It was also happening before I reinstalled Windows so this has really been happening from day 1.
Thoughts anyone?
P.S. - I intend on possibly getting dell to replace the screen again. If they send the same guy then I will try to work with him a bit and make it a bit easier for them. The other issue will be the shimmering pixels that I have started to notice on the screen.
EDIT:
It does not occur if I just simply reboot the computer so it isn't in software... or so it seems so far. Also it does not occur when the system is in Stand By mode. Just Hibernate or Turned Off modes. So the system has to be completely off to reproduce. Stand By leaves the system in a low power state for those that don't know...

So... no one knows why this happens?

that doesnt sound right, I've never seen this problem personally, call dell

I don't have a solution but it will help you troubleshoot. I'm not sure how to do this but I know there is a way to extend the boot up time prior to entering windows. If this is a hardware issue, the screen will turn off at the same time regardless of whats running in the background. If it's a software/driver issue, it will occur due to a trigger program. I'm guessing it's software, but this really isn't my fortay.
I don't find too many helpful people in the Dell forums... I came from the Asus forum which is soo much better though... I'm still trying to figure out if a battery will work in my computer... nobody in the forum was posting so I switched to the hardware forum. Then I was repremanded for double posting... -

@Iceman0124
Thanks. I will likely do that and see if I can get another screen or see if it is possibly a power related issue since this is my second screen. It may explain the nature of the NMI error I got a couple of times although I have yet to see it again since I reseated the memory.
@Mike0017
It does sound like a hardware issue. However it is the nature of the issue that confuses me. The startup for software will be exactly the same regardless of if I am doing a restart or if I am starting cold. However it only happens if I start cold. I am unaware of a method of extending the boot up time. Can you please elaborate on that bit please?
@Both
Sorry it took me so long to respond to your responses. I got distracted and was unable to get back and check for any. Thanks for your responses.
LCD turns off then back on at welcome screen
