There are 5 little LED's with a battery icon next to it. I have never seen these light up--charging or discharging. What are they for and how do I light them up?

there's a tiny button next to them, push on it to find out how far is the battery charged.

You must be new to Dell laptop. It is a battery level check when you press the button next to it.

My LEDs fail to light up on the 9 cell.

Send it back for replacement

My older Inspiron 8200 (~5yr old model) battery has it too, but it is in the inner side of battery that can be seen only when you take the battery out. If you don't the battery out, you probably don't know it is there.

those on macbooks flash when charging. i spotting my classmate's one flashing as it charged.

Well, I dunno, my 700m regular (4cell) battery didn't have any LEDs whatsoever. Neither did another 4-year old desktop-replacement laptop.

oh, I found it. Its the icon, you have to push hard.
