    Laptop doesn't start up after motherboard replacement of Inspiron 1720

    My laptop was not charging. I bought a refurbished motherboard from Dell. I put the processor from the old motherboard to the new motherboard. In the Dell service manual, it said the following: "NOTE: If a new processor is installed, you will receive a new thermal-cooling assembly, which will include an affixed thermal pad, or you will receive a new thermal pad along with a tech sheet to illustrate proper installation."
    Because I didn't install a new processor, I didn't use a thermal pad. The problem is that my laptop is not starting up now.
    I called Dell, I asked a Dell technician if I had to use thermal paste, he told me no, so I ordered an exchange of the motherboard.
    I'm waiting for the new motherboard, but I researched online and found out that I should have used thermal paste, is that right?
    I ordered Arctic Silver 5 thermal paste.
    Now, my concern is: I didn't use thermal paste, is it why my laptop doesn't start up? Could this damage my processor? Damage something else?
