    -Vista Home
    -Dell Inspiron 1720
    -Shortly after I purchased it
-No unusal new program, just Media Player Classic, iTunes, Qvod but problem has encountered even before these programs installed.
    -No virus warnings
-I contacted Dell support million times but all told me to do the same - restore the laptop to the original manufacture setting which I did numerous times but still encounter the same problem

Ok Vista (OMG!) best thing to upgrade to windows 7

    but this is free

first thing, check dell support and download any updated drivers video may be the problem

    then upgrade all drivers

    then lets see what happens

Also test the memory and HD for errors any error at all will cause this as well.

    Thanks for the great advice.
But I thought free upgrade to Win 7 only if Vista was purchased within the last 4 months?
Also, can you tell me how to test the memory and HD for errors...I am not too good with computer stuff.
    Thanks.

The best thing is not to upgrade to Win7 BUT to correct the problem you have at the moment.
New laptop contact Dell and/or Google the error codes to see what comes up.
And you say it only happens with IE? Which version is it?
Try this update antivirus database or try avast home AV its free once your AV is up to date boot in safe mode and scan PC but turn off your PC restore point before hand. Turning this off will remove any virus which may well be in your restore point. If scan comes back clean try also ccleaner (freeware) to clean up your system.
Might help updating IE windows update.

    Good luck

yes I agree if the hardware is messed up win 7 will not install anyway

CC will not help IMHO, virus? worm? maybe but more likely a driver or hardware issue, I would start with the Dell diagnostics

I finally updated all driver and antivirus...the shut down problem still happens - only not as often. When using IE, an error message always pops up says internet stop working, or the screen freeze...

    What should I do????
