I'm thinking of getting a 24" external monitor (1920x1200).
- Can the D630 support that resolution and keep is own internal screen going simultaneously?
- Using the docking station, can I plug in a second smaller monitor into the VGA port, and run it simultaneously with the 24" screen?
I've got two D630 laptops. One has the Intel graphics and the other has the nVidia graphics.

According to Dell's spec brochure on the D630's, they'll support a maximum resolution of 1920 x 1200, so it looks like you're okay on that score.
Not sure about running two external monitors at once though.

As soon as you use a docking station, the VGA port on the laptop is disabled.

Looks like dordale has answered your first question. As far as the second, my experience with the dock is that you can run two monitors simultaneously. One plugged into the DVI port, and another plugged into the VGA. This is with the laptop screen closed. As soon as you open the laptop screen (I was attemting to have a three-screen setup), one of the ports cut out, and I cannot remember if it was the VGA or the DVI that remained funtioning.
Without a dock, you can certainly run both monitors at once. By default one of them may be be disabled, but can quickly be remedied by Fn + F8.

Glad to share. Tried this at the office where we're in the middle of an office move. Lots of monitors laying around so I tried it. Tried a few configurations, but in the end it was two monitors only. Shucks. Three (laptop monitor with flat panels on either side) would have been sweet.
