The most annoying thing about my new Dell Latitude D820 notebook is that it Beeps at the loudest volume setting everytime I adjust the volume bar even if the pc speakers and everything else are muted. How do I turn this feature off?

I go into Control Panel -> Sounds and assign a soft sound to Default Beep.
Others mention disabling BEEP in Device Manager -> Non-Plug and Play Drivers (Show hidden devices under View)
