I know the NVIDIA Quadro cards aren't anything special, but is the DVD quality unbearable? Or is it at least tolerable?
I have an older PC laying around has an NVIDIA GeForce 4 w/ 64 MB... as long as the Quadro cards can produce better video quality than that, I'll be fine, as my laptop wouldn't be used for gaming or anything.

good media player, extra ram, faster hard drive (for when using disk cache) and last but not least - the quality of the dvd to start with
other than that the card can handle high definition video playback

the gpu has very little to do with the quality of dvd playback because a dvd is 2D. like ghn said, the biggest issue is the quality of the source itself; i.e., the dvd.

your geforce 4 should be displaying dvd video perfectly fine. Its 2d is excelent, and while it lacks some of the usual acceleration found in todays cards, that dosnt impact quality, only cpu % used.
