Can a restore disc be made like it can be in HP laptops?

If you mean a complete system backup, not unless you purchase Vista Ultimate with the system. Dell is a bit different than HP. Dell has a system restore partition built into the laptop so, if something goes wrong, you can just hit F8 and restore to factory settings.

Dell also will send you, if they did not include, any disks you need to restore your laptop. HP will not unless you really talk them into it.
