Probably so... but if you are doing a reinstall of Windows on your original hard drive, you do not use that CD. You need the Dell MediaDirect 2.0 REPAIR utility. There are two methods to get the Repair utility.

    - Download the MediaDirect Repair utility from the Dell download area and make your own CD by using the iso file created by extracting the files [You can use ISORecorder utility for that if you like]

    - Request a Dell Resource CD [aka Drivers and Utilities CD] for your specific system from Dell via phone/chat. The Repair utility should be on the CD in the MD2 directory.

If you do NOT delete the Dell Utility partition [~40MB] and reinstall XP in the original partition that hosted the system partition, you should be in good shape. All you will need to do is run the Repair utility after you get Windows installed.
