Do you see anything on the screen (like the initial BIOS splash screen with the DELL logo and white progress bar) ?

Ether that or put your Vista Disk in and use the built in recovery software. Also instead of doing Safe mod, try "Last known good configuration"

    Wont go into safe mode
    wont go into recovery software
wont do last known good configuration
The Dell sign comes on and then it gives me a choice of recovery software or start up like normal and whenever i try either windows blue screen comes on.

Again set your boot order to boot CD first, and use the recovery software on the Vista Installation Disk and see if you can repair or recover the OS.

Yes, try repairing first. If you haven't turned off System restore feature, then you should be able to revert it back to a safe restore point.

check out this guide for step-by-step instructions.
