As the title says.
However I got this IDE to USB converter and hooked it up to my DVD ROM in my Desktop, but for some reason the lap can't recognize it!
Any Ideas ?

when did you buy it? how did it get ruined? The dvd drive is really easy to replace, and I believe xps systems come with one year parts/labor warranty.
so just call them up, tell them you have a faulty drive, they'll send you a new one and you send them your old one. -
I got it from a friend who got it when he was in USA, now he's here with me in Egypt.
Forget about the warranty now, it's pretty old. about 2 and a half years.
I just need to read the CD today. -
Network share the DVD drive in your desktop, and map to it on your XPS.

I want to boot from that CD, It's the Windows XP CD.
Will I be able to boot and format my laptop and install windows that way ? -
Nope. You said you just needed to read from the CD, not boot from it.
My XPS DVD ROM is ruined, what can I do to read my DVDs ?
