I got this Dell laptop several months ago and I don't think I've ever heard the fans turn on while using it. Right now I'm just surfind the net and the back of my laptop is incredibly hot.
Is there some setting that is preventing my fans from going on. Are they just quiet? The laptop does have built-in fans, correct?

Yes, there are fans built in. Try downloading 18kfangui to control the fans manually. This'll tell you if the fans are broken or not. And it'll let you override the default fan settings and let you program when you want them to kick into action.

I read your question and wanted to chime in.
The fans in our notebook systems are designed to kick on when certain internal components reach a core temperature. There are a few programs out there that will let you control the temperature at which the processor must be at when the fans kick on, as well as manually turn the fans on and off, and monitor the temperature of the notebook via an on-screen display.
In addition to the programs it is also recommended that you routinely clean out the fan and heatsink fins in the notebook with a can of compressed air. Careful not to just blow air into the vents as this can cause the dust to be pushed further back into the system, and overheating will follow. You can find a system teardown for your notebook here. Use it as a guide to help clean out the system properly. Cleaning out the system should help the problem tremendously.
