I have an Inspiron 6400 that won't power up...
The "9" light is solid and the next two are flashing (the A and down arrow). No fans spin or anything....
Is the moptherboard or CPU gone?

Try taking out both memory modules and then just using one. Try it in each slot, and then try the other one in each slot.

I believe one constant light and two flashing means it can't detect the memory.

Try cleaning out the one slot which is being problematic.
You can use a q-tip and a toothpick to make sure that it is all cleaned out.
If the problem is the memory card, you can simply contact Dell or the memory manufacturer and get a new one. Almost all memory cards have a lifetime warranty.

Glad I could help, if you have definitely got a faulty RAM connector then I'd say go with KTrons advice and try cleaning it out. I don't think it's a bad memory module though, because the light sequence is slightly different in that instance - it's Num lock (9) lit, Capslock (A) flashing and Scroll Lock (the up arrow) lit.
