Ordered a Vostro 1500 with 1 GB RAM, buying another gig from newegg. But what is cas latency? Is the higher or lower the better? Do both modules have to have the same latency? HelpTy.

As far as I know, it's the latency, or the wait in simpler terms, that happens when the cpu talks to the memory. Obviously, the smaller the better, especially for Intel cpus. It doesn't matter nearly as much for AMD cpus.
It's better that both sticks have the same latency, which I believe is 5 for ddr2 667MHz ram. But in today's world, 667 ram only comes in cas 5 latency, so you don't have to worry about finding the correct cas as they all are the same. Although someone just came out with a cas 4 for 667 ram, but I think it's expensive and only comes in 2gb sticks. -
