I need some advice on canceling my order for an XPS 13. I am moving to a different state, and Dell has delayed the ship date to the point where I won't be living in the same state by the time it ships. I needed the machine before I moved and had no idea it would take 3 weeks to get the computer.

Dell absolutely, positively refuses to cancel my order or change the ship address. I have spent countless hours on the phone with them, and it is just pointless even calling. Can I call FedEx (or whoever the ship service is) and refuse shipment as soon as it ships? What will happen? Will I get my money back? I can't think of any other options. I don't want it delivered to someone else.

That's the easiest option. As soon as the product is returned Dell will issue you a credit. Also if you used a CC, you can call your CC company and inform them of the situation.

Thanks for the advice. Fortunately, I saw this today on my order status this morning:

"Due to unforeseen circumstance, we have experienced another delay with your order number XXXX. Our new anticipated ship date will be on or before 11/4/2009. Due to this additional delay, the Federal Trade Commission requires we receive your consent to continue with this order else we will be forced to cancel the order automatically."

So, I was able to call a special number and cancel! That was lucky.
