If a new video card comes out for the 8600, can you pay dell , so they can replace it for you ?

I agree with Andrew. The chances of Dell releasing a new card for the 8600 is zero to none.
From what I hear, you have to try multiple times at Dell Spare Parts to get what you want. -
*but* you could get it off eBay or from Dell's spare parts and replace it yourself. I have personally never ordered from spare parts, and I hear it is not easy. To be totally honest, I doubt a new card will come out for the 8600. It will probably stay the same until the sonoma chipset and we see an inspiron 8700.
