    Just got off with gentleman in Dell India who claims to go by the name of Peter Paker.Told me the cost to upgrade would be 2,000. He said Dell promised to give an upgrade progam but did not promise to do it for free.

    Your not the first to hear this. I think they go for around 1500 on ebay if you want to go that route. Remember, they DO cost a lot more to make than their desktop cousins. What i would do is buy them for 1500 on ebay, sell your 8700's on ebay for 6-800ish, then the cost to upgrade isnt very much.
