    I have a Dell Inspiron 1420 with a Nvidia GeForce 8400m GS 128MB and a 2GB RAM

I am new to pc gaming and today i went to buy a game called The Settlers: Rise of an Empire. And i looked at the system requirements on the box and it said that you have to have a 2.0 ghz processor and i only have a 1.8. But then on the website it says minimum requirements are the 1.8. So if i got the game would my computer run it just not that great, or not at all?

your fine, the game is talking about a single core 2.0 ghz processor, you have a core 2 duo which is much better, and much higher than the system requirements.

You're fine, that video card has pixel shader and as far as I know is even Direct X 10 compatible. You're good to go :)
