I have read conflicting reports regarding Dell Return Policy, especially with the issue with 15% restocking fee. There is no mention of 15% restocking fee for a notebook in the website. But some said that Dell may charge you the fee nonetheless.
Under what circumstances that they would charge you the restocking fee? If I simply don't like it and return it in the same condition as I bought it within 21 days, will they charge you restocking fee? Should I buy Dell at all? I am very nervous buying Dell notebooks if this is going to be an issue. Mind you I can't see the notebook before buying it.

What counts as defective? If the harddrive or Blu-Ray drive are too noisy, if the palmrest is too hot, if the screen is not as good as I like or any other subjective opinion, will that count as defective?

Typically it means actually broken.
