Hi my first post here.
I just got my M1330, and upgraded to Vista Buisiness (had my trouble with the SATA AHCI - problem) but managed by installing the drivers from a USB stick.
But now my CPU is running at full speed all the time 2000 MHz (T7300). I have checked the Bios and Speed trap is enabled, in my power settings the Min cpu is 5% and max is set to 50%, I even tried 25% - but it didn't change anything.
Is there something I haven't installed, that I need in order to let Vista throttle my CPU down.

Try using CPU-z to monitor the realtime clock frequency.... I guess you are using the clock rate reported by Vista in System Properties which gets updated only after every restart...

But I was getting my CPU speed from I8kfanGUI, and it was changing a little between 2005-2015.
I will replort my findings using CPU-z -
Also look at the cpu usage in task manager. if the processor is say running at half speed then it would look to be higher then normal.

Thank you for your answers. I'm a little confused about my results.
RMClock states that the CPU clock is 1595 mHz, multiplier x8 and CPU throttle is 798.
So what does this tell me? What is the CPU throttle value, is that the actual speed of my processor?
CPU-z also says core speed is 1595 and multiplier x8. But it doesn't show any throttle speed.
I8kfanGUI still shows a CPU speed of 2009 mHz - so obvious it must be wrong.

Hi I use CPU-z 1.41.
The core speed changes a little bit, between 1595.5 to 1595.9, the multiplier is always x8.
What about my RMclock question can somebody please explain.
What are the difference between CPU speed and CPU throttle speed in RmClock.
Is it best to have a high or low throttle value, in order to keep your Fan quit.

Got exactly the same problem here. After a clean install and updating all drivers I was curious about speed step and power saving. So i tried different tools (including NHC, I8kfanGUI and CPU-Z). NHC and I8kfanGUI always show about 2,2 ghz, no matter what Vista power management option I choose. CPU-Z says my CPU runs at 1596 Mhz @ 0,850 V if I'm in Vista's battery saving mode. By switching to high performance its constantly switching between 1,2ghz @ 0,850 V an 2,2 @ 1,230 V.
Please help, CPU allways runs at full speed.
