Dell currently has fast-shipping pre-confirgured m1330 and m1530 systems. They say pre-configured with popular parts, but could this be a ploy to try and palm off returns and old stock they have sitting around? I want a brand new m1330 without any problems that came with earlier models.

Is 2GB RAM enough for Vista (and a select few PC games, nothing high-end)? Should I get 3?

2GB is sufficient for games when using Vista.

It's not a ploy. The pre-configured units are probaby orders people have placed for units and then cancelled them after they were built. This is another reason why some people get units faster than their estimated ship date. If someone else with the same config cancels then you could be in luck.
