Hello. I had a 6000 with MCE but it went bad. I already have an e1505 on the way but only have XP Home edition. Is it possible to use the re-installation MCE ed for the 6000 on my e1505. I won't be using the 6000 anymore since its totally messed up.

I don't really know about the licence, but I think that everything that came with your inspiron 6000 it's still yours ( if you haven't retuned it), including software. So you're free to do anything that you want with your MCE. Correct if I'm wrong, I really don't know to much about microsoft licencing.

Yes you can use the MCE disc on any dell laptop since the MCE disc is an OEM disc. The only thing that I'm not sure on is the key - you'll probably have to use the key on the bottom of your 6000 to activate the E1505.
