What's wrong with the unit? Is it just flat out dead?

Don't yet know the whole, but the most glaring thing was a very sick hard drive. I completely disassembled the unit, which is req'd to get the hard drive out [a good reason to avoid dell], slaved it to my lab mule and attempting to format it - does not look good. Probable replace.

what else happens to these? I would guess the main thing is... if anyone ever tries to upgrade it, the difficulty ends in a damaged circuit board or three

Most people buying Inspirons tend not to upgrade their hardware. All the new R series minus the 17R I believe have the drive underneath the motherboard. It's not terribly difficult to get to the hard drive, just not a smart design.
