I realized I never registered my copy of windows XP media center edition with Microsoft and eachtime you reinstall it, it never says you have 30 days to register. Is their window files pre-registered?

AFAIK, with a Dell-OEM xp disc, as long as it sees a Dell bios no activation is required.

Registration and activation are 2 different processes. When you first turned on your computer and entered all the time zone, computer name, etc. stuff you should have been given the opportunity to register with Microsoft. It's optional and they only wanted my name, address and email.
The only advantage to registering is that you're in their database in the event of a lawsuit settlement. See http://www.microsoft.com/mscorp/legal/class/
They sent me all the claim forms for the NY settlement and I've got about $40 coming back for 2 copies of Win 98 and 1 XP Home. Without registering I wouldn't have even known about the settlement.
