What is Rm Clock? How do I install it to lower cpu whine noise? what exactly does it do?

RM Clock is a CPU management utility that allows you to adjust various voltage, multiplier, and power settings for your CPU. It also allows you to adjust power settings outside of manufacturer specifications (ex, overclock or undervolt). It is free and uses profiles.
As for your whining issue, I think you have to disable a certain CPU state called C3 through the BIOS; but I'm not sure. I do however know that RMCloclk won't fix it. Wait for someone else to confirm this just to be sure. -

After checking some power management option and having RMClock startup automatically, the whine was significantly reduced. I used RMClock for that sole reason. -
anybody know how can i set it so it won't go to C3 power mode( that results in high pitch noise.)

i am pretty sure it is the c4 power modes you have to disable!!
speaking form a laptop that has had whine corrected. Definitely see the threads above for the process, but just wanted to clear that up. c4 not c3!
