I know it sounds like a really stupid question, but im wondering if I should spend the extra money for the ATI X1300 on the Dell Inspiron 6400, I dont play computer games, however I do use Photoshop and Illustrator a lot, and I work with AutoCad. Im wondering if there will be a step up in performance to justify the cost, currently I have a Dell Dimension 4700 with the GMA 900 and all those programs run just fine.

GMA 950 is fine for your needs, sprin the $$$ for RAM, HD space and or HD speed.

Cad will see a benifit from the better GPU also keep in mind Vista is just around the corner and will need a x200 minimum

Yeah, stick with the GMA 950, it's a good chip for your uses. You will get more battery life and less heat generation with it as well.

Aside for gaming, is there any benefit to getting the ATi graphics, Im not worried abotu RAM or Hard Drive space, i can always upgrade those later, and I have a spare drive I can put in an external enclosure for more storage space.
